The Bush administration did stop filling the reserve in 2002 when it helped the oil industry. Now they should do it to help the consumer.

Ron Wyden

It seems that almost every time a valuable natural resource is discovered in the world-whether it be diamonds, rubber, gold, oil, whatever-often what results is a tragedy for the country in which they are found. Making matters worse, the resulting riches from these resources rarely benefit the people of the country from which they come.

Edward Zwick

In everything that can be called art there is a quality of redemption. It may be pure tragedy, if it is high tragedy, and it may be pity and irony, and it may be the raucous laughter of the strong man. But down these mean streets a man must go who is not himself mean, who is neither tarnished nor afraid. The detective in this kind of story must be such a man. He is the hero; he is everything. He must be a complete man and a common man and yet an unusual man. He must be, to use a rather weathered phrase, a man of honor -- by instinct, by inevitability, without thought of it, and certainly without saying it. He must be the best man in his world and a good enough man for any world. I do not care much about his private life; he is neither a eunuch nor a satyr; I think he might seduce a duchess and I am quite sure he would not spoil a virgin; if he is a man of honor in one thing, he is that in all things. He is a relatively poor man, or he would not be a detective at all. He is a common man or he could not go among common people. He has a sense of character, or he would not know his job. He will take no man's money dishonestly and no man's insolence without due and dispassionate revenge. He is a lonely man and his pride is that you will treat him as a proud man or be very sorry you ever saw him. He talks as the man of his age talks -- that is, with rude wit, a lively sense of the grotesque, a disgust for sham, and a contempt for pettiness. The story is the man's adventure in search of a hidden truth, and it would be no adventure if it did not happen to a man fit for adventure. He has a range of awareness that startles you, but it belongs to him by right, because it belongs to the world he lives in. If there were enough like him, the world would be a very safe place to live in, without becoming too dull to be worth living in.

Raymond Chandler

In times of crisis, you get a public reaction that is incoherence on stilts. On the one hand, most people know that the government is not in the oil business. They don't want it in the oil business. They know there is nothing a man in Washington can do to plug a hole a mile down in the gulf. On the other hand, they demand that the president 'take control.' They demand that he hold press conferences, show leadership, announce that the buck stops here and do something. They want him to emote and perform the proper theatrical gestures so they can see their emotions enacted on the public stage. They want to hold him responsible for things they know he doesn't control. Their reaction is a mixture of disgust, anger, longing and need. It may not make sense. But it doesn't make sense that the country wants spending cuts and doesn't want cuts, wants change and doesn't want change.

David Brooks

It's been said that adults spend the first two years of their children's lives trying to make them walk and talk, and the next sixteen years trying to get them to sit down and shut up. It's the same way with potty training: Most adults spend the first few years of a child's life cheerfully discussing pee and poopies, and how important it is to learn to put your pee-pee and poo-poo in the potty like big people do. But once children have mastered the art of toilet training, they are immeadiately forbidden to ever talk about poop, pee, toilets and other bathroom-related subjects again. Such things are now considered rude and vulgar, and are no longer rewarded with praise and cookies and juice boxes. One day you're a superstar because you pooped in the toilet like a big boy, and the next day you're sitting in the principal's office because you said the word "poopy" in American History class (which, if you ask me, is the perfect place to say that word).

But eventually it's a question of access: Getting access to fields is on top of the oil companies' agenda. We see a substantial build-up of supply occurring over the coming years.

But the key thing is that Iraq, while it's got very large oil reserves, has marginalized itself as an oil exporter and these days its exports are only about one tenth that of neighboring Saudi Arabia.
