The beginning of my political career was not promising. I ran for junior class president at Shortridge High school and was runner up. I ran again in the senior year with the same result. But opportunity came ironically, or fortunately, when I returned to Indianapolis after serving in the Navy.

His announcement-of-candidacy speech was made on April 19 1995 in Indianapolis. Lugar also twice served as Chairman of the Senate Committee on Nutrition Agriculture and Forestry from 1995 to 2001 and briefly gaining back the Chairmanship in part of 2001. Much of Lugar's work in the Senate was toward the dismantling of nuclear biological and chemical weapons around the world cosponsoring his most notable piece of legislation; the Nunn-Lugar Act.
