On 19 October 1993 Benazir Bhutto was sworn as Prime Minister for second term allowing her to continue her reform initiatives. After a year of study Benazir Bhutto implemented and enforced the Eighth Plan to overcome the stagflation by creating a dependable and effective mechanism for accelerating economic and social progress. Benazir Bhutto began regularly to attend lunches at the Institute of Development Economics (IDE) a think tank founded in 1950s; Benazir Bhutto had been visiting IDE and reading its publications since the mid-1970s.
